On 9th Anniversary of J&K RTI Act 2009, there has been a 32% dip in RTI Applications. Awareness by Governemnt is ZERO. Section 4 yet to be implemented on the guidelines issued by DoPT. Penalties imposed in only 21 cases as per data available on last published report of J&K State Information Commission. Public Information Officers denying to receive RTI Application.
